I really love "bad weather", blizzards, snow, etc. but how Moscow "reacted" to it this year was without precedent, at least not on my memory (excluding the 90′s)… in fact there was no reaction what so ever, the people responsible for cleaning the snow just neglected it altogether, and did so for three days in a row, in which time the temperature changed form -4°C to +4°C and back to below zero, so you can imagine how it’s like on the street.
In Luzhkov’s times (the previous mayor) this would mean the entire department responsible for cleaning the streets, from its head, all the way down to the janitors would be fired (and it happened several times!)… this is the main reason why during even the smallest snowfall everyone hassled to the streets and went through them every 15 minutes, there were snow patrols, special snow movers etc. people even complained that they were causing congestion!
Yesterday (3 days into the situation) Sabyanin (the current mayor) issued that he would sue the companies responsible…
This is funny and will not change anything, effectively putting the burden on the entity that pays the bills, which is Moscow… thus, this will not affect anyone on the personal level the way the firings did, so no incentive and no effect, so far…
Meanwhile, city is covered with ice.
